Towards a Just Transition Framework for Odisha’s Mahanadi Coalfields

This report assesses the challenges and opportunities of transitioning from coal-based energy in Jharsuguda district of Odisha. It evaluates stakeholder perspectives—ranging from government officials to youth groups—on the concept of Just Transition. With India’s net-zero ambitions and growing renewable capacity, the study emphasizes the urgency of a policy framework that ensures fairness, employment security, and ecological restoration in coal-dependent regions.
